yes, Tempest corrected the test and it unhide the another bug that test_get_console_output_server_id_in_shutoff_status fail 100% as console is not available for SHUTOFF servers. After correcting the test, it fails 100% as Tempest get 404 from nova for shutoff server "Details: {'code': 404, 'message': 'Guest does not have a console available.'}"

Let me confirm from nova side what should be the behavior and accordingly we can fix the tests if needed otherwise nova side fix.
