Thanks for looking into this. I think that your patch for nova is a good patch, nova should not produce 500 errors, but I think we're likely to just see the HTTPNotFound error in it's place, and that will likely cause a non-zero exit code for the tempest run. Will the HTTPNotFound error be handled by tempest?
