I think the rationale behind change #56174 was to avoid continuous round trip to keystone, but I'm not sure.
Still, you are seeing an interesting relationship wiht bug 1265495.
Also, I am looking at the spike in occurences in bug 1253896, and I'm not sure the two events are unrelated.
