Telegram does not recognise new contacts that join Telegram.
When a new contact from address-book-app join Telegram, this doesn't handle, or doesn't receive the event and therefore doesn't send a notice to the user.
Moreover (but maybe it's a address-book-app related issue); from Telegram, when you "Add contact" by address-book-app you have not a clue of witch contacts use Telegram.
