clean up the way changes to the html files are done

For the listinfo page, Ellen seems to have created a parallel page listinfo-dyn.html, which I assume gets installed when a list is created with dynamic sublists turned on (I don't even know where that code is). She has code in the listinfo.py file that says "if dlists are active, use this file instead", as well as other code that processes the results from that file.

For the options page, she seems to have changed the standard template file (options.html), with new substitution parameters (3 new sections), and then in the options.py code, she does the substitution if dynamic sublists is turned on.

We need to figure out what set up will make this easiest to maintain
    - consistency makes the code easier to understand
    - fewer files to change
    - more /less complex install process
what else?
