customizations not added to options.html

While I added the dlist stuff to the options.html template (templates/en/options.html) I haven't added the things specific to systers, like the pointer to the faq or the list of countries. We need to find a way to do this with a separate file, sort of the way the replacements are done. For now, it will need to be done to the new systers as a manual add, so this is

1. A reminder to do the manual add (which I will assign to Annie)

2. A reminder to do the long term fix, which Annie should assign back to me when she has done the manual add as part of the moveover.

NOTE: we cannot move over the existing templates, as things have changed in the new mailman. We need to reconstruct them for each of the lists.
