Bug Description
Robin reported that when she was trying to debug a problem, she sent mail to kathy-test and the message isn't getting to her second email address on the members list. She sees the message (actually 2 of them) in the digest, but haven't received them. There is some interesting things going on in the info file. Having to do with suppress requests.
