This is the normal operation, the settings apply to all users. If you do not want to use the second user on the Live, just rename the user dir (with root permissions) before start to create the Live image. Example:
mv /home/joe /home/joe_
start the Systemback
stop the Systemback
mv /home/joe_ /home/joe
