Switchboard opens to a fixed window size, not showing all options

Bug Description
When Switchboard opens, it opens in an approximately 842x494 sized window. This means that the "System" category is hidden until you scroll down. Is this intentional? I don't think that hiding interface is useful, even for inexperienced users they should be able to see and click on "About" and get information about their computer.
I think it would be better if it opened showing all options, or even if it would remember that I prefer a larger window when I open it would be great. Perhaps we could make it scale with the number of plugs?
