Bug Description
Switchboard should remember window size and position between invocations.
Currently it always appears at some fixed position.
This saving should survive sessions and reboots.
Advantages:
1) Current resizing and scrolling no longer necessary once a comfortable size is chosen
2) Improved discoverability thanks to spatial memory
Disadvantages:
1) Must save, validate and maintain some data in dconf
2) Must consider screen resolution changes between invocations, secondary monitors, upgrades
