Comment 1 for bug 1564390

This one has been come from tagging inconsistency with PEP440 which OpenStack project follows to. In the PEP440, we have to make the release tag with "major.minor" or "major.miner.rev" instead of current one like "v1.11". Now, I changed the tag format to follow the PEP440, and then, it make the release tarball appear at https://tarballs.openstack.org/swift3/swift3-1.11.0.tar.gz

And AJaeger is working on docs, https://review.openstack.org/#/c/376211/, to prevent same mistake for any other projects.

So we can close this one for now.
