Comment 13 for bug 1691570

For the swift-storage charm, I've added in an nrpe monitor check that validates that the swift-object-replicator is actively logging into syslog. The indication that this bug has been exhibited is that the logs from swift-object-replicator stop providing the "replicated X of Y partitions (X%)" messages every five minutes. This monitor's alert will allow the cloud operators to identify and restart hung swift-object-replicator threads.
