I'm also seeing this today with a Dual-boot laptop with Windows and Ubuntu 23.02. I'm trying to wipe all of that and move to Ubuntu 24.02 with no Windows partition left. I choose "Erase Disk and install Ubuntu" and still get the message that I need to turn off BitLocker to continue.
