It seems that the installer is built using an old version of curtin. The --download-only option of `curtin system-install` is missing - which is what caused the install to fail.
When we released the 23.04 installer, we used the following curtin revision: 9e9f66e835c79e00d17e61593cc01a66d055c2e9
We also moved to core22 for the 23.04 release. In the shared logs, I see that we are still using python3.8 so I'd assume it is core20 based? Is there a plan to move to core22?
For reference, here is the snapcraft.yaml file we used for the lunar release:
