A first step toward fixing this can be found in subiquity / ubuntu-desktop-installer as of March-10-2023 builds. I have lengthened the timeout. Fixing this more correctly will involve more data analysis, so if this problem is seen in the future please file new bugs (with fresh logs). Thanks!
