I also have this problem on Windows 7 64bit with 0.11 (the workaround of running in a maximized window works). Even with this though the 1-5 hotkeys in the menu don't work. It basically makes the occulars plugin extremely clunky to use now as I have to press Alt-O and then press arrows or use the mouse, where before I could just use one keyboard shortcut to quickly cycle.
