While my control panel for the Oculars plug-in provides an alternative to the menu, it doesn't solve the original problem, so the bug is not fixed.
If anyone wants to use the Oculars control panel, they need to download a test build: https://launchpad.net/stellarium/+download
Look for stellarium-bzr5059-win32.exe or any later version. The panel is off by default to avoid confusing new users. It needs to be enabled manually in the Oculars configuration window.
