OK. Now I understand.

Full Screen:
1) Control panel works fine
2) Alt-O - sometimes it works the first time, but not always and when it does it launches the ocular plugin not the popup

Non Full Screen:
1) Control panel works fine.
2) Alt-O works. It launches the popup with three items (configure oculars, toggle CCD and toggle telrad).

FYI, perhaps I am missing something, but what's the value of the popup?

  I am running 0.11.0 on HP desktop with WIN 7 64bit with SP1. The
  Oculars plugin ALT O command does not work in Full-screen mode.
