Analyzing this issue, I noticed the image that failed to download is not available in this location anymore:

docker.io/starlingx/ceph-config-helper:ubuntu_bionic-20220802

I did some quick tests pulling to confirm, and now the image is available at:

docker.io/openstackhelm/ceph-config-helper:ubuntu_bionic-20220802

In my view, the solution is to update the doc, providing this new address of the image.
