    builder-constraints update for stx.6.0

    Stx.6.0 branch can no longer create a build container.
    The issus is pip install selecting newer packages
    incompatible with python 2.7.

    Use builder-constraints.txt to lock in specific package
    versions known to work with the 6.0.0 release build.
