    Extend timeout of patching REST API

    In an extreme case, the patching operation failed due to heavy
    network traffic. This commit extends the timeout of patching REST API
    to 900s to pass this scenario.

    Test:
    1 Deploy a DC with this change.
    2 Patch the subclouds with patch orchestration.
