    golang-1.16.12: build time tmpfs size contstraint

    This package sometimes runs out of disk space on tmpfs during the build.
    Provide a miminal size estimate of 11g. This number is based on the
    auto-calculated constraint present in chroot/mock configs of the last
    few builds where this package built w/o problems.
