    Debian: Fix bootstrap apply custom banner

    With the update of update-motd [1], some files were not installed
    with the stx, but they are required to bootstrap to be able to apply
    custom banners.

    Test Plan:
    - PASS (Debian and centOS): After bootstrap, the custom banner was
    applied correctly.
