Upgrades of WRCP 21.05_patch5 > 21.12 are failing in the lav

Steps to Reproduce

Install WRCP 21.05_patch4 -> Upgrade to Patch5 -> Upgrade to 21.12

Expected Behavior

Controllers and Subclouds should upgrade.

Actual Behavior

Failure to upgrade on CR controllers and subclouds
