Brief Description
When the script "prestage-prepare-packages.sh" is invoked, it requires
two files for execution. The script is unable to locate the list of
packages in the current release when it is patched back onto an earlier
release.

Steps to Reproduce
Install the script as a patch (along with the two data files) onto 21.12-
based systemcontroller.

Expected Behavior
The script should be able to locate the files.

Actual Behavior
The script is unable to locate one of the files.
