debian lat: disk device was not detected due to kernel module was not installed correctly

In https://review.opendev.org/starlingx/tools

Due to commit [e99f29a debian: Align ostree/iso to current
project needs] applied, it rename initramfs as starlingx-initramfs
in yaml, but rename as starlingx-initramfs-ostree-image in sources

The mismatch caused initramfs was not generated and used correctly
which means the kernel and kernel modules does not match in initramfs.
While booting ustart image, the disk was not detected due to kernel
module was not installed correctly

Build ustart image and boot,

Boot ustart image and install successfully

Boot ustart image and the disk device was not detected
