Today I successfully deploy w/ dpdk enabled setup , but due to HW limited , only duplex was setup , but this issue can not still be reproduced yet.

this issue is very similar as https://bugs.launchpad.net/starlingx/+bug/1820378. will check further if it is due to lack resource cause vm can not get ip
