collectd ovs interface plugin reports failed log every 10 seconds

Update https://review.opendev.org/#/c/687025 generates the following failed (daemon) log every 10 seconds on hosts without the ovs-vswitchd running.

 log: 'interface plugin failed to initial because pid file for ovs-vswitchd doesn't exist'

stx.4.0 / medium priority - would be nice to fix to avoid log flooding.
The issue also exists in stx.3.0, but given there is no serious impact, there is no plan to address it in that release.
