Distributed Cloud: the patch-vault replicated filesystem is not created on AIO system controller

I was looking at the drbd file systems with Gerry Kopec on System Controller and noticed that patch-vault file system was not created. This replicated file system was created for distributed cloud patching orchestration.

The same issue was observed on two different DC systems with the AIO system controllers. This issue is due to the patch-vault creation code checks if the system controller is not an AIO system.

Yes, it is the same. I did not know we had a LP already. I will mark it as duplicated.
