With a swact the oam interface changes. This must cause the ntpq to reset the reachability.

With unlocks/reboots the ntpq needs time to determine reachabilty. Our current ntpq audit is 10 minutes.

We could audit more frequently and/or use debouncing before raising alarm. Debouncing would reduce ntp alarm noise.
