There is a kubernetes bug reported that sounds similar:
https://github.com/kubernetes/kubernetes/issues/82988

that indicates --cgroup-driver=systemd as a possible fix.

It should also get rid of this warning:

WARNING IsDockerSystemdCheck]: detected \"cgroupfs\" as the Docker cgroup driver. The recommended driver is \"systemd\". Please follow the guide at https://kubernetes.io/docs/setup/cri/\nerror execution phase wait-control-plane: couldn't initialize a Kubernetes cluster\nTo see the stack trace of this error execute with --v=5 or higher"
