Debugging on a system that encountered the problem has revealed what the bug is.

The problem is very similar to https://bugs.launchpad.net/starlingx/+bug/1843344
That bug affected worker nodes, but the controllers have the same mount-timing issue.

A similar fix will be implemented for these types of hosts.
