Comment 5 for bug 1844724

This is a pmond issue.

Each process config file can specify how long to wait (in seconds) after the process is started before expecting to see the pidfile and start monitoring that process.

The pmon-restart function is not honoring the startuptime wait before looking for the pidfile.

Update coded, testing in progress.
