Comment 13 for bug 1841660

A simple way to reproduce the issue is as follows:
- Bring up a system
- Apply the stx-openstack application
- Check the status of the neutron ports. They will be down.
- Check the logs in the neutron & nova pods. There are lots of errors related to oslo
