Boxiang, is there anything in particular that you're worried about when saying that backporting https://review.opendev.org/#/c/640271 might not fix things?

As I recall, we merged https://review.opendev.org/#/c/661512/ because qcow2 images wouldn't work with ceph remote storage, so could someone explain how reverting it will help things?
