Bart Wensley has seen this issue on another AIO-DX system (wolfpass-1-2) after force rebooting a controller.
Based on initial investigation by Joseph Richard, it appears that the neutron-server is not receiving RPCs from the agent. It seems like these RPCs are lost by rabbit somehow.
Re-opening this bug as further investigation is required.
