this was libvirt 4.7.0 regression, and was fixed 4.9.0 (4.8.0 was still have issue).

we have two options to fix this issue.
1) upgrading libvirt to 4.9.0
2) revert 192fdaa614e3800255048a8a70c1292ccf18397a as 4.9.0 did.
