@fhernan2, I installed the build from the latest codebase for a 2+2+1 and I could successfully apply stx-openstack, AFTER I assured in my local registry all docker images are placed.
You can see the attached screen-shot I had.
In addition, for the missing images in your local registry, you can pull them with the corresponding tag from public docker hub:
