My recommendation is to mark this bug as Fix Released. Please add a link to the commit/gerrit review which addressed it. This gives us traceability that the blocking issue is addressed. Then you can open a lower priority bug (or enhancement in SB) to implement the tool/kickstart to take care of all file permissions.
