Hi JC,
Degraded is probably because the controller's are data-syncing. Use 'fm alarm-list' to confirm this status. Data syncing can take a while... it is especially slow if you have all your disks on the virt host's root disk, or if the management network is set to capacity 1000 instead of 10000. I added a note to the Controller_storage wiki about data-sync.
