Access to unfiltered joint pos / vel data

Bug Description

UPMC would like access in the actuator to joint position, velocity, torque, BEFORE the filters. A backport of a modified SrActuator that could work in ethercat rev 517 would be best. They would use the new variables in a controller of their own through the actuator->state_->XXX
