Theres an interesting reason for this. It was supposed to fill in the user's language, but for anonymous users there was no language.
It should have been http://creativecommons.org/licenses/by-sa/3.0/deed.en (or what ever the user's language was) but there was none. Apparently anonymous does not have a language or maybe theres something browser specific.
I could make it so it removes the dot for anonymous users.
I think its best just to leave out the language specification. I think creative commons auto detects the language, but I don't know.
Either way, we have a different set of languages than creative commons so it could fill in a language that goes to 404 anyway.
