When a developer uploads a new version of an application to the Ubuntu Store, Ubuntu does not provide notification that updates or upgrades are available unless one manually checks for updates (Apps Scope-->System Settings-->Updates).

This does NOT apply to Ubuntu (system) updates and upgrades.

Reproduce:
- Ensure that "Auto download" is enabled for updates and upgrades (Apps Scope-->System Settings-->Updates).
- Wait until you know that updates or upgrades are available for an application in the Ubuntu Store, or can reasonably expect that there would be updates or upgrades available for an application in the Ubuntu Store.
- Check for updates or upgrades (Apps Scope-->System Settings-->Updates).

Result:
- Ubuntu does NOT provide automatic notification that updates or upgrades are available for applications, UNLESS there is a Ubuntu (system) update or upgrade available.

Expectation:
- That Ubuntu would provide automatic notification of new updates and upgrades, in the same fashion for which it does with Ubuntu (system) updates and upgrades (i.e. without the user needing to manually check for updates and upgrades via Apps Scope-->System Settings-->Updates).
