As predicted by Steffan Byrne above, I just came across this issue while changing all my AWS instances to use IPv6 only. I figured that I don't need to bother with IPv4 at all nowadays on Ubuntu servers that only need public IP transit to check and download updates... apparently that was optimistic!
Not impossible to work around, obviously, but an otherwise needless expense for a NAT gateway, and just frankly astounding in 2024 :D
