Comment 1 for bug 1828374

This bug can happen when:

- snapd is asked to seed a snap "foo"
- snapd sees that the snap "foo" depends on a base snap "bar"
- the snap "bar" is not present in the seed

In this case it seems that "core18" is not in the seed. Can you please check /var/lib/snapd/seed/seed.yaml
