This should have design guidance on how to convey the fact that the interface is connected. It can still be useful to configure a disconnected device (ie. bring up some system before you go hook it up in the DC or in it's final location, possibly because the location is small and cramped).

Link detection doesn't work everywhere and for everything, so we must be careful with this to not depend on it too heavily -- the way to do it probably ought to be to check if 'ip link' writes that there is 'NO-CARRIER' in which case you can safely say something is disconnected, but YMMV.
