Thanks - same systemd version in my test environment.

Well, I'm out of ideas. I'm not seeing anything weird happening at the charm level, and so far I haven't been able to find any sort of log message, version mismatch, or anything like that to indicate why this might be happening. But from what I can tell, the issue appears to lie somewhere firmly between snapd and systemd.

Adding snapd to this issue. I need someone with more experience at the snap level to look at this.
