Longer term:

DefaultDependencies=no should probably be dropped, in favour of booting to basic.target, and having defaultdependencies satisfied, and then we shouldn't need to worry about such low-level things that normally happen by themselves.

similarly, i fear we might need want/after systemd-udev-trigger.service, as otherwise we might be inspecting unprobed disks for labels yet.
