From a quick look at the logs I'd suspect

sha1sum: /var/lib/snapd/lib/gl/libGL.so.1: Permission denied

as the bit responsible for the hang & etc, especially if you've seen similar hangs from failing hooks.

I can't say I have seen that though.

Does changing your internet settings change GL settings? (wat)
