Removing core is something we know it would be nice to do, but it's tricky to do (as snapd would be typically running from that core), only should be doable if you're on classic, and it doesn't really benefit users much (only those users that want to keep snapd around but not have snaps -- as if they don't want even snapd, 'apt purge snapd' will remove all snaps including core).
